Now that the I-94 project is getting close to being done, and White Bear Avenue is open again, the City is getting ready to do a mill and overlay on 3rd Street between White Bear and Ruth Streets. This is a resurfacing project... grinding down the old pavement and putting a new surface on it - not a full reconstruction.
This is also a project that was supposed to happen earlier this year but has been delayed while the legal issue of deciding how the public pays for street work in Saint Paul was decided. The original proposal was resurfacing all the way to McKnight... and that will happen eventually. We just don't know when - especially since the City didn't tell us THIS portion was about to happen either. Anyway, starting September 18, they will be working on 3rd and the improvement will be much appreciated by anyone who ever uses this street. This follows the work the City did last year on the water mains along this stretch of road, as well as the full reconstruction they did between White Bear and Johnson Parkway last year.
