Curbside Recycling, Composting & Yard Waste

Southeast Community Organization (SECO) is a community of people who recycle.  
 
Curbside or alley pick up
every Wednesday morning makes it easy for you to recycle too! Items do not need to be sorted. You can recycle paper and cardboard, pizza boxes, cartons, bottles and cans — including glass, aluminum, plastic bottles and containers, and paper milk and juice cartons.

You can recycle a variety of plastics but NOT styrofoam, black plastic, plastic film (bags), or any #3 or #6 plastic. Plastic bags can be returned to grocery and Target stores. Better yet: bring a reusable bag with you.

All households received a 64-gallon cart at the start of the program. If you would like to try a smaller (32-gallon) or larger (95-gallon) cart you may request a switch by calling Eureka Recycling at 651-222-7678. One change will be allowed at no charge.

Recycling containers for your events!

​​Residents can check-out portable containers for recycling plastic/glass or organics at our office.  Complete this form for your request.

​Please allow us 48 business hours to respond. If you do not hear from our office, please call or email. We recommend at least a weeks advance notice for pick-up, but can be flexible.


Composting

Do you know that 20% of our trash is organics? (food waste)  You can do your part by turning that waste back into  soil! 

You can do backyard composting for organics, but if want to also compost compostable plates-silverware-cups, dairy items, bones, napkins, tissues and more - collect your compostables at home and bring them to the yard waste site at Battle Creek (just west of Highwood Hills Elementary).  The food scraps will be transported from the collection site to an industrial compost facility where it will break down and become compost. The finished compost is used in gardens, landscaping, and construction projects.

Yard Waste

Yard waste collection is available as a paid curbside service (in some areas) or as Do It Yourself - pack it up and drive it to one of 7 Ramsey County yard waste sites and drop it off for FREE.  Our closest sites are Battle Creek (garden waste, grass, leaves, food scraps) and Frank & Sims (those items - plus trees and branches).

  • To find out which day of the week your garbage is collected and who your hauler is, visit stpaul.gov/GarbageMap.
  • If you have a 35-gallon “small” garbage cart with a purple lid, your garbage will be collected every other week. To find out which weeks your garbage is collected, view the 2025 Garbage and Recycling Collection Calendar.
  • All household garbage must be securely bagged. Do not place loose garbage inside of your garbage cart.
  • Any garbage that does not fit in a cart with the lid closed is considered “overflow” and will be collected at a charge of $3.12 per bag, plus tax. Bag all overflow garbage and keep it indoors until your collection day.
  • Keep your cart 2 feet clear of all objects. Make sure your cart is not blocked by cars, snow, other carts, or other obstructions.  Blocked garbage carts will not be collected.
  • You are responsible if your cart is lost or damaged beyond normal wear and tear. Please keep your cart clean and store it in a safe location. Do not paint or alter the exterior of your cart.
  • You can change your garbage cart size once a year at no additional cost. Subsequent cart changes will cost $26 per change. Cart changes can include, but are not limited to, service level changes or cart replacements due to damage or loss. Call your hauler to request a cart change.

Garbage
Bulky Items
NOTE: Construction and demolition debris is NOT included in bulky item collection and cannot be placed in your garbage cart. To find disposal options for these materials visit the RamseyRecycles website.

Bulky Items Collection
  • Bulky Items Included in Garbage Program
  • Bulky item pickup is available to properties with 1-4 units.
  • "Bulky Items" are anything that is too large to fit inside or is prohibited by law from being placed in your garbage cart.
  • Items include furniture, appliances, electronics and mattresses.
  • Jan - March 2025*:  2 bulky items per year
  • April 2-25 - March 2026:** 1 bulky item per month.


*January - March 2025
  • Small Carts: 2 bulky items per unit each calendar year
  • Medium and Large Carts: 3 bulky items per unit each calendar year
  • Unlimited mattress pickups by Second Chance Recycling. See below for details.
**April 2025 - March 2026
  • 12 bulky items per unit each calendar year (one per month)
  • Unlimited mattress pickups by Second Chance Recycling. See below for details.

Additional Bulky Items
If you need to dispose of additional items, you can pay $10-35 per bulky item (plus tax) to have them collected. The price of disposal of additional items can be found at the bottom of this page.

Environmental Center: Roseville

The county is building a new Environmental Center, opening on April 1, 2025, to make it easier for residents to reduce waste, reuse and recycle.

The site, 1700 Kent Street, Roseville, is centrally located to increase accessibility. Services at the center will include:
  • Household hazardous waste drop off.
  • Electronics recycling drop off.
  • A free product reuse room.
  • Space for Fix-It Clinics and other environmental education and activities. 
  • Household recycling drop off.
  • Food Scraps drop off.


The center is part of Enhancing Environmental Health Services, a county initiative to redesign and add recycling and waste disposal services to better meet community needs.

Open to residents of Washington, Anoka, Carver, Chisago, Dakota, Hennepin, Ramsey, and Scott counties.  Bring your ID.
Much like the Roseville Environmental Center (but without the Fix-It Clinic & Environmental Ed).  This center accepts: Hazardous Materials, Electronics, Household Sharps, Additional Items (like electric cords, string lights, plastic bags), Scrap Aluminum, Scrap Steel, Mixed Recycling, Food Scraps.

They also have Free Product Room with items such as paint, household cleaners, automotive supplies and much more.
