Hello neighbors,

I was thinking about this newsletter today, and was considering all the things that I wish I had time to write and share. Better yet, I wish I had the capacity to talk to you personally about what we've accomplished this year.

Each month, I try to find new pictures to share in our photo collage at the top of the page.
This month's collage is a fabulous snapshot of what is happening in our district. We have an image of one of our volunteer food distribution teams, along with our Somali translators at Shamrock Plaza; then, we have a picture of staff member Shaquonna Jackson (left) with Michaela Jones and June Blue outside Bradley House Apartments where they were speaking with residents (both Michaela and June are board members as well!); and finally, a  team of St. Paul Ambassadors outside Sun Ray Shopping Center. The Ambassadors' job is to connect with young people in community and share resources.


These images perfectly depict the momentum we've kept up through 2020. This December, we're doing all we can to wrap up the year AND to keep up with the projects we're working on each day. So, despite the challenges of the pandemic, 2020 has been a very successful year for our organization. 

In this time of uncertainty, know that SECO staff, board and volunteers will continue to do our best to provide resources, support and information in our efforts to keep our community as healthy and safe as possible. Let's hope for a better year in 2021!

SECO Workplan and BudgetGoal notebook

Each year, our organization creates a workplan of goals we hope to accomplish the following year. The plan primarily references work we do funded by the City of St. Paul, and not the other grants (money from foundations) that we apply for to do special projects such as the Youth Organizers project, the Highwood Performance Series or food distribution. It is not all-encompassing, and it can change and evolve throughout the year. It's attached above. Please contact me at [email protected] if you have questions.

The Board of Directors has also approved our budget for next year. You can see a copy of it by clicking this link. The budget is not completely set in stone. We have different funds come in throughout the year, which change the numbers. We are also able to move money between accounts as needed, and unexpected expenses often crop up during the year. However, this is a solid draft of what our funds will look like next year.
What is your definition of family?
The Extended Family, Aharon Giladi

Saint Paul uses a definition of the term "family" to help name the number of unrelated occupants allowed in one residential dwelling unit. Planning staff have proposed three updated options for the Planning Commission to recommend to the City Council for adoption.

Some residents don't believe the proposed options capture all types of families. Others are wondering why a "defined" term for family is needed. What do you think?

A public hearing on the study will be on Friday, November 13 at 8:30 a.m. Comments will be accepted for Planning Commission review via the form on the City's website until Monday, December 14.

Eastside Housing Summit

Southeast Community Organization has been playing an active role in housing justice over the past two years. We were active participants in the work to get the Tenant Ordinances passed in St. Paul. We work to educate renters about their rights, and to work to build power with them. You can learn more about the coalition we partner with at Housing Equity Now St. Paul.

SECO has also partnered with a group to focus on the housing needs and issues on the eastside of St. Paul. Join us at the upcoming Housing Summit on December 10 from 6:00-8:30 pm.

MN Redistricting Blueprint Convening
State of Minnesota
Although MN is not as gerrymandered as other states, we can do better for our communities by informing and participating in the 2021 redrawing of our political boundaries, rather than let the politicians and judges divide us up. Like the census, let us be seen and visible in our political boundaries so that we can elect officials that will truly represent us and feel connected to community issues.

Many of you may still just be learning about what redistricting is and how it affects your communities. With only a month left before the start of the next legislative session, there is some positioning that our coalition needs to do around identifying who can do what and when.

Join the MN Alliance for Democracy, Common Cause MN, and League of Women Voters MN on Thursday, December 17 from 10:00-1:00 pm for this important workshop and discussion.

COVID-19 Housing Assistance Program

Deadline is Monday, December 7 at 11:59 p.m.

The COVID-19 Housing Assistance Program provides housing assistance payments to help prevent eviction, prevent homelessness, and maintain housing stability for eligible renters and homeowners. The program is designed to cover expenses such as rent, mortgage, utilities or other housing-related expenses that were incurred after March 1, 2020 and are past due.

Individuals and families interested in applying can:

  • Call 211 (Toll Free: 1.800.543.7709; Local: 651.291.0211),
  • Visit 211unitedway.org, or
  • Text “MNRENT” or “MNHOME” to 898-211.

The 211 helpline has dedicated multilingual staff available to answer questions about the COVID-19 Housing Assistance Program, 8am-8pm Monday through Friday.

Hello all,

This week, you may be getting bombarded with messages from non-profits asking you to "Give to the Max" on November 19. It's overwhelming! I know, because I generally give to 5-6 organizations each year, and I hear from all of them, and many more. I don't make a lot of money because I run a tiny non-profit. But, I still choose to make donations because I believe whole-heartedly in the community benefit that the group is providing.


Do you  know how important your donation is to the Southeast  Community Organization?

This is why. . . About 8% of our funds are donated, and 92% come from the City of St. Paul and other funders. Most of our funds come with strings attached. These require hours of labor in research, writing, editing, proofing, budgeting, organizing, interviewing (sometimes) and submitting. Our annual City of St. Paul proposal alone can take 20-25 hours of work. All funding sources require detailed goal setting and reporting. In addition, there are often mid-term and end of grant reports that include data tallying and qualitative data. There are few grants that are "general operating" meaning they allow groups to do impactful work without requiring exhaustive, line-item reporting.

Your donation is even more important that these funders. Why?
  • When you donate, we know that you have seen our work in community and know that we are making a difference.
  • You help us be fiscally responsible. Currently, our savings account can allow us to operate for up to 10 months if all other funds were to cease for some reason. The Council of Nonprofits recommends a minimum of 6 months of a cash reserve.
  • Donated funds allow us flexibility for much needed, or emergency purposes.  It's been a challenging year for all of us, and even more so for some of our residents. We came close to tapping our savings account to rent a vehicle for food distribution and supplies this fall and winter.
  • Your support shows that you trust us to be good stewards of your money.
  • Donations help us keep our heads above water with a solid cash flow. Did you know that the majority of funds we receive are through government entities? This means that we are required to spend the money first, and get reimbursed later. Our ability to receive and spend government grants is completely dependent on our ability to pay for products/services in advance and wait for reimbursement - which can take a month or longer.
  • Funds from community demonstrate to larger funders that the people we are trying to serve believe in our work.
  • When you donate, you are supporting racial equity and justice in our community. All of our work happens through a racial equity lens, from housing justice to transportation. You help make that possible.

The CARES Act Encourages Donations

Did you know? To encourage more charitable giving in 2020, the government COVID-19 relief bill (the “CARES Act”) provides some tax relief for individual donors. If you take the standard deduction on your taxes, you may be able to claim a new ‘above-the-line’ deduction of up to $300 for cash donations to charitable nonprofits in 2020. There are also benefits to donors who itemize their taxes. Please consult your tax advisor for more information.

Hello neighbors,

It's been such a busy time, we didn't get a chance to pull our newsletter together for the first of the month. There is some great information to be aware of here, and we will probably send out an update sometime in October.

In September, we heard from representatives of SP-350 and the Citizens Utility Board during an online session. The discussion provided an overview of Xcel Energy's proposed 15-year plan. You can find the video of the session on our website. An area of interest is to note the St. Paul Air Quality (at 1:12:33 on the video) and it's disparate impacts on our community.

The City of St. Paul passed a Climate Resolution in December, 2019. SECO is submitting a letter to the City of St. Paul asking that the city take a stance on Xcel's proposal, which includes the construction of a new gas powered plant in Becker. Our request is for 100% clean, renewable energy for all, and that no new fossil infrastructure is created.

National Night Out

NNO was pushed back to Tuesday, October 6 to encourage residents to be outside and take precautions with activities. The SECO Communication Committee pulled together a list of safe ways to celebrate neighbors without getting together.

Vote From the Comfort of Your Own Home

The Minnesota Secretary of State's Office is encouraging absentee voting among eligible voters to to reduce the spread of COVID-19 and to keep our communities healthy. 
 
To register to vote and request your absentee ballot, visit the Secretary of State’s website. Make sure you have a Minnesota-issued driver's license/State ID or the last 4 digits of your social security number
 
Ballots will start being sent out after September 18th. You can also track your ballot online to see when it's sent to you and when it returns. The deadline to register to vote is October 13. Ballots need to be mailed back prior to Election Day on Nov. 3rd in order to be counted.
Census Update (10/5/2020)

The Census Bureau recently released the State by State Total Response Rates, which shows what percentage of households in each state have been counted by Census Takers, as well as total response rates from across the country. Minnesota has the 9th highest enumeration rate in the country.
 
Response rates are broken up into three columns:

  2. Enumerated in nonresponse follow up (NRFU) – This reflects the percentage of households that responded to the Census during a visit from a Census Taker.

This data is currently only available at the state level. The current rates in Minnesota are:
  1. Self-responded – 74.9%
  2. Enumerated in nonresponse follow up (NRFU) – 24.9%
  3. Enumerated – 99.9%

Hello all,

We are required to submit a mid-year report as part of our funding process through the City of St. Paul. This requires some tallying of numbers that help reflect our activities. As always, we invite you to participate by attending meetings, joining a committee or joining our Board of Directors.


Here are a few highlights from this report of our work so far this year:

57 Events  - Including in-person and online committee and board meetings, food distribution and other activities.

64 Volunteers - including our board of directors, committees and food distribution volunteers

520 Volunteer Hours, this would be even higher if we were able to meet in-person, we estimate this to be approximately worth $7,800.

54,000 lbs. of food distributed through our community events


$2000 raised for community food shelves and supplies

18+ Partner Organizations - these are groups we work with to serve community, including The Sanneh Foundation, Ramsey County/University of MN Extension Services, Progressive Baptist Church, St. Paul Public Schools, East Side Elders, RiverLife Church, The Alliance, MICAH, The Alliance, East Side Area Business Association and more.
 
Planning for Future Energy Use in Our Community

Join us for a discussion on Xcel Energy's Integrated Resource Plan. This 15-year plan highlights Xcel Energy's planning to reduce their use of coal, continue work with nuclear plants, and increase renewable power resources, among other areas of importance. How do these plans affect you, your utility bill and the health of our environment?

Annie Levenson-Falk from the the Citizens Utilities Board (CUB) will present an overview of the plan, and will include some of the boards insights and feedback on the proposed plan.

We will also be joined by members of MN-350 an organization that works on issues pertaining to climate change and climate justice. Their focus is on moving toward clean energy through peaceful methods that include policy advocacy, public events, political engagement and nonviolent direct action to change the rules of government and corporate behavior.

Sewer Rehabilitation Project, Battle Creek


The Metropolitan Council (Met Council) will be implementing a sewer rehabilitation project along Battle Creek  trails this fall.

Pigs Eye Lake Master Plan

The Pigs Eye master plan will address phased natural resource improvements for the Pigs Eye Lake island building project, other natural resource activities and public protection for the Ramsey County section of Pigs Eye Lake.

St. Paul Public Libraries Slowly Re-opening

Saint Paul Public Library is safely opening its doors at several branches throughout the city in the coming weeks to offer Library Express services. 

Sun Ray Library invites residents to come for a quick visit to pick up reserved items; find books, movies and music to check out; or use our copy, fax, scan or express printing services. Visitors are limited, everyone must wear a mask and stay 6 feet apart while visiting. Please spread the word!

Ramsey County Navigators and Service Centers
Five Service Centers are now open to provide more convenient and accessible access to programs for residents. The centers feature Navigators who provide comprehensive in-person assistance with enrollment information connections to county programs. The Service Centers provide residents with more accessible connections to all county programs.

All Service Centers are open from 8 a.m. – 4:30 p.m. weekdays and are located at existing county buildings. Downtown Saint Paul, Maplewood and Roseville locations also feature Community Career Labs to assist job seekers who have been impacted by COVID.


Seed Squad Volunteer Events
Come harvest native seed from our high quality natural areas! The collected seed will later be planted to increase diversity for wildlife and pollinators. All ages are welcome, but may be best suited for ages 8 and up. Events begin in September. Health and safety guidelines will be in place and registration is required.
Help is a Phone Call Away

Jewish Family Service of St. Paul Community Support Program was created in response to COVID-19 to address the increase in need for emotional support.
 
Through the program, JFS provides three 20-minute phone sessions with a therapist. The phone calls help strengthen coping skills, assist with problem-solving, and provide psycho-educational information when appropriate. There is a free service. Interested clients can contact JFS  by phone (651) 239-4756 or email [email protected].

July has been busy, and here are a few highlights of what we're doing to serve our residents. 
  • Assisted The Sanneh Foundation in a large food distribution event on June 29 at Highwood Harding High School for approximately 400 families.
  • Continued with bi-weekly produce distribution for Afton View residents.
  • Are collecting toiletry and healthcare items collections and distribution for the Highwood area event to be held in August.
  • Collaborated with other St. Paul organizations to educate residents about the City of St. Paul renter ordinances and help get them passed by City Council.
  • Toured Sun Ray Shopping Center with U.S. Senator Tina Smith, MN Senator Foung Hawj and a group of community members and businesses.
  • Welcomed the St. Paul Ambassadors to our community to connect with youth.
COVID-19 Safety

As of July 25, 2020, per the Governor's Executive Order 20-81, people in Minnesota are required to wear a face covering in all indoor businesses and public indoor spaces, unless alone. Workers are required to wear a face covering when working outdoors in situations where social distancing cannot be maintained. Research has shown that use of face coverings can greatly reduce the risk of infection when combined with other prevention efforts such as social distancing and hand hygiene.

In order to expand the state’s ability to mitigate this disease, additional testing sites and laboratory capacity are being created to meet growing demand. For the latest information on how to receive a COVID-19 test, visit mn.gov/covid19.

 
Updates on the Mayor's Community First Public Safety Supplemental Budget

This discussion will be centered around the strategies currently being implemented that were part of last year’s Community First Public Safety Supplemental Budget. The Mayor’s Community First Public Safety Workgroup has been working collaboratively towards addressing violence in our communities and workgroup partners will have the opportunity to share specific project updates for their respective initiatives with community members participating in Monday’s roundtable discussion.

In Other News . . .

Drop Off Days Cancelled
The City has cancelled all drop-off events for Fall 2020. There is too much uncertainty about the safety of holding the events, with dozens of volunteers, and with community engagement. More information will be shared in the coming months on disposal/recycling/reuse opportunities. Review and take advantage of options for bulky item pick-up on the City's website.

Eyewitness: Shifting the Narrative Workshops and Book Club
Climate Generation is hosting an Eyewitness workshop series, and two sessions are coming up in August. The first is Thursday, August 6; "The Critical Intersection of Racial Injustice and Climate Change," and on August 18; "Dismantling the Old: Shifting the Narrative." Workshops are noon-1 p.m and are free, but you must register in advance.

Saint Paul Restaurant Resiliency Project
The City of Saint Paul and local technology firm NCXT have partnered to help local restaurants thrive. The project provides free consulting, design, and technology services. To take advantage of this opportunity, your first step is to take this short 5-minute survey. Up to 36 Saint Paul restaurants will receive customized support from NCXT at no cost. Metro Transit
Beginning Saturday, Aug. 1, Metro Transit will return to front-door boarding. Onboard fare payment is required (pay before boarding on METRO lines). All buses now have plexiglass shields that help protect drivers and customers. View details at https://www.metrotransit.org/front-door

Summer Space Outdoor Youth Program

Summer Space is a free outdoor program for Saint Paul youth entering grades 1-6 that adheres to MN Department of Health guidance on COVID-19. The program takes place at parks and recreation centers across Saint Paul and offers a variety of structured activities that allow for participants to connect with their peers while keeping their 'space' to allow for physical distancing. Activities include arts & crafts, nature exploration, games, fitness, and more. Registration is required and space is limited. 
 

Fall Youth Sports Registration

Saint Paul Parks and Recreation has partnered with the NFL Flag Football League to offer FREE flag football for youth ages 7-12 in the fall! Registration is going on now for flag football as well as our fall youth soccer, lacrosse and football teams. 

Census
 
The 2020 Census Response Rate Map reflects the percentage of households that have self-responded to the 2020 Census online, by phone or by mail. The Census Bureau updates the map daily at 3pm. You can also see how our self-response rates compare to the rest of the country by viewing the 2020 rankings.
 
As of July 16, the self-response rates are:
  • St. Paul – 70.5%
  • Ramsey County – 75.1%
  • Minnesota – 71.6%
  • National – 62.%

Met Council 2040 Transportation Plan

The 2040 Transportation Policy Plan 2020 Update (TPP) presents the Metropolitan Council’s policies and plans to guide development of the region’s transportation system. The Met Council is receiving public comment to the 2040 Transportation Policy Plan until 5 p.m. on Monday, August 10.

It's been a busy couple months and we want to update you on what we're doing to serve our residents. In May and June, we:
  • Hosted a Peace Vigil to bring community together and supported a Peace Celebration in the afternoon on the same day. Thanks to all who showed up and donated to the east side.
  • Assisted The Sanneh Foundation in a large food distribution event on June 17 at Harding High School for approximately 400 families.
  • Established a bi-weekly produce distribution through Sanneh for Afton View residents.
  • Are working on hygiene and healthcare items collections and distribution for the Highwood area.
  • Completing our first year of Youth Organizers where we help young people learn how to tackle community issues.
  • Launched a weekly meeting of St. Paul organizers and outreach staff to share ideas and resources.
  • Wrapping up our grant year of funding from CURA that allowed us to increase our renter outreach in the southeast community.
  • Welcomed four new board members to our work; Sue Mitchell, Erika Taylor, Melissa Alexson and Francis McAfee.

The new OWC Farmer's Market has a soft opening on Friday, July 3, and the "official" first day is Saturday, July 4 outside Seestedt's at 1891 Suburban Ave, St. Paul.

The Market will run every weekend from 6:00 am-6:00 pm. Please plan to wear masks and follow proper COVID distancing practices.

Nominations for the 2020 Facing Race Awards

Nominations are open until July 2 at 3:00 p.m. Up to six individuals will be selected and recognized on October 1 at the virtual Facing Race Awards ceremony.

Hello all,

We've made it through some difficult days (that have felt like the longest days ever) in April. Staff have tried our best to keep up our work and outreach despite being at home. 

In the past month, we've worked on flyering to get our contact information out for individuals who may not have access to technology. This has resulted in phone calls and emails from neighbors who need resources and recommendations, and we've been able to help them. We continue to share loads of information on our Facebook page and other social media, and have created a page on our website with a list of resources.

Our Youth Organizers are a small group of middle and high school students who have continued to work with Shaquonna to promote safe and healthy practices right now. They've been creating some wonderful and relevant artwork.

Conway Recreation Center, 2090 Conway St, has meals on Tuesdays and Thursdays from 1:00-4:00 p.m., as well as some other times. Please call 651/578-7600 for more info.

Two of our favorite service organizations:
Community Stabilization Project (CSP) helps prevent homelessness for tenants affected by condemnation, foreclosures, and evictions; increase awareness of tenant/landlord responsibilities and rights to ensure housing stability, and; strengthen relationships between tenants and landlords.

St. Paul based Face to Face supports homeless and displaced youth ages 11-24 through medical and mental health care, housing support, employment training and social services. They are always looking for donations, and have specific lists of items to donate which makes it easier to do so. You can even sign up to donate a homemade hot meal!

SECO is part of a St. Paul District Council's cohort to provide outreach and information gathering on our parks. The goal of the project is to encourage parks use, and to make sure that everyone has a park within 10 minutes of their home. Staff have done park walk-throughs of Burns Avenue Park, Taylor Park and the Burns Ave Overlook. See the videos on our Facebook page.
 
St. Paul ranks #2 across the nation for our parks! Criteria includes access, acreage, investment and amenities. In addition 98% of people live within 10 minutes of a park. October 10 is National #WalktoaParkDay. Pledge to do so this fall!

Recent pandemic issues have required changes in how SECO does business. Instead of holding our annual meetings and elections this year, we have postponed our annual meetings indefinitely We held elections on-line through a Google platform. This allowed us to keep moving forward in our work; allowing retiring board members to move on, and bringing new members up to speed.

Please review the proposed changes on our website. If you have questions or comments regarding these changes, please send your comments to our office. Information will be passed along to the Board of Directors.

The SECO office space is closed for at least the next two weeks. Unfortunately, the virus halted many of the activities we usually do that allow us to serve and connect with local residents.

Our office get quite a bit of information regarding COVID-19 every day, including information on transit services, city and county meetings, guidelines for serving as a volunteer driver, food resources, recycling and more. We try to post most of this material on our Facebook page, which is the easiest for us. In the meantime - please be safe.
RACISM Is NEVER Acceptable

It is deplorable that some people have taken the COVID-19 crisis as an opportunity to lash out through racist attacks toward some of our Asian families, friends and neighbors. This behavior is unacceptable, and it is our duty as community to help advocate and stand up for our those who are being victimized.

Teaching Tolerance is an organization that helps teachers and schools education children and youth to be active participants in a diverse democracy.  The information they share is just as relevant for adults. Their website shares a 4-step process for speaking up against bias:


Interrupt - Involves taking a time out, and informs the person you are communicating with that you need to speak more about their racist comment before moving on to another point of discussion.
Question - The goal of asking a question is to better understand why someone said what they did.
Educate - This is a method of continuing the conversation.
To educate people around racism associated with the coronavirus, we need to understand not only the virus but also the racism. If someone doesn’t understand why a comment they made was racist, educate them about the long history of stereotyping immigrants and Asian people. Explain how this stereotype is both wrong and harmful.
Echo - When someone speaks up, echo them. Thank them, and emphasize or amplify their message any way you can.

SECO Youth Organizers
 
The Youth Organizers project helps young people in our community learn about the process for understanding and making a difference on key issues.

The group is continuing to keep busy during this time of the COVID-19 quarantine. They have been making social media posts on their own Instagram account, creating art and making TikTok videos about taking care of yourself during this time!

 

 

Boys Totem Town to be Used to Temporarily House Homeless

A couple weeks ago, we learned that the Boys Totem Town facilities will be used for short-term housing for homeless individuals. Our Ramsey County Commissioner Jim McDonough shared information about this project. To read the complete document on, please see our website.

One of our community members is collecting donations of clothing and toiletries for the homeless. If you have items you wish to donate, please email our office, and we can put you in touch with that resident.
Narrowing McKnight Road

This summer, the county will be narrowing McKnight Road as a means of reducing speeds and increasing safety for pedestrians. In our community, this narrowing will take place between Burns Avenue and Pond Avenue, which is just south of Londin Lane on the Maplewood side. It's Census Time!

April 1 is National Census Day! You should have already received your official Census Bureau mail with information on how to respond to the 2020 Census online, by phone or by mail. If you haven't already, PLEASE take time to complete your Census today.

As of right now, 44.4% of St. Paul residents have completed their Census. Our city ranks high among national response rates. Let's keep up the good work!

 

 
Master Planning for Point Douglas Road

The City of Saint Paul Parks and Recreation has secured Legacy funding to prepare a master plan for a future regional trail along Point Douglas Road between Burns Ave and Bailey Road.

The community planning meeting has been postponed, but please complete the SURVEY so that the city can gather input and comments.

 
Battle Creek Regional Park

Planning continues for BCRP. The county is unable to hold it's meeting this week, but we encourage you to look at their website, and participate in their 2nd Survey.

Now that it's finally getting warm, as you go for walks at Battle Creek, be aware that "Health officials advise people and pets visiting the park to avoid contact with any foam in Battle Creek. Testing has found elevated levels of Perfluoroalkyl Substances or PFAS in foam on the creek. (from the Battle Creek Regional Park website).

February Highlights

SECO hosted a number of informative events in February, and we had great community turnout! We often gauge our events based on the number of new faces we see in the audience, based on this, February was a fabulous month.

On the 5th, we had over 20 attendees at our discussion on proposed renter ordinances for St. Paul with Fair Housing Coordinator Kirstin Burch. About half the group were landlords, and they had many questions and concerns about these proposed changes.

On the 7th, we co-hosted a showing of Jim Crow of the North at Progressive Baptist Church along with Mapping Prejudice and the TPT film's director Daniel Bergin. We welcomed over 100 attendees from St. Paul and Minneapolis. Click on the link above to watch the film on You Tube.

At our board meeting on February 24, we enjoyed a presentation by Ramsey County on the master planning for Battle Creek Regional Park. Representatives will also be at our March 23 Annual Meeting to answer questions and share the project.

Board members are volunteers who partner with SECO staff and community to advocate for our residents, promote healthy neighborhoods and help make our community the place we want it to be.
  
No experience is needed. Members attend monthly board meetings, and participate in a committee or work group to inform and drive positive change. Our efforts are collaborative, and we work alongside each other to learn and make a difference. Our goal is a board that represents all residents, business owners, students, families and stakeholders of the SECO district.

Members can be age 16 and up (including students!), and may include renters, homeowners, students, business owners or individuals representing local organizations or faith groups. Got questions? Contact us to meet or talk.

Master Planning for Point Douglas Road

The City of Saint Paul Parks and Recreation has secured Legacy funding to prepare a master plan for a future regional trail along Point Douglas Road between Burns Ave and Bailey Rd. Please join us for a brief presentation and open house.

Propose an Idea for the Capital Improvement Budget

The Capital Improvement Budget (CIB) is how the city funds construction and maintenance of City infrastructure. This includes improvements in streets, bridges, libraries, parks, recreation centers, and other public facilities and infrastructure. The budget is composed of a variety of state, federal, and local funding sources. 

The city is inviting residents to share their ideas for consideration. Click here to go to the city website page and submit your idea.

 

 
What is the Census?
Census documents will be coming out early April. Please plan on completing yours, and ask friends, family and neighbors to do so as well.

SECO will be offering opportunities in our office for residents to come by and get help completing their census. If you are interested in assisting, please contact us. Dates and times are not yet set and will be completely flexible. We'll keep in touch with details.
 

AARP Community Challenge Grant Applications

Applications for AARP’s 2020 Community Challenge Grants are now available. They’re due April 1. These competitive grants are designed to fund quick actions that spark long-term change, and may support physical improvements, temporary demonstrations or innovative programs and services. Grant winners will be notified in July and projects need to be completed by November of this year.

We have eight, and this may be reduced to seven if we don't make sure that everyone completes the census. An inaccurate count will affect our representation and federal funding.

By April 1, 2020, every home will receive an invitation to participate in the 2020 Census. When it arrives, respond in one of three ways: online, by phone, or by mail. Please speak with family, friends and neighbors and remind them all to fill out their census. If you need information to share with others or want to help us spread the word, please contact our office.

Support Darul Iman Mosque

Darul Iman Mosque, located in our community, was vandalized in the early morning of Saturday December 21, 2019. Members are seeking support to fix damages including doors and walls and other items that were destroyed and install new cameras.

District 1 had a successful Give to the Max month in November. Thank you to the generous supporters who helped strengthen our organization.

Vote on Artists for the 2020 Highwood Performance Series

We had a fabulous Series in 2019, and are writing a grant (requesting funds) to host the event again in 2020. Please take our poll to share your preferences for artists for next summer!


We will be inviting the Somali Dance Troupe and Bollywood Dancers back, and are seeking 2-3 other artists as well. Please click on this link to review choices and to vote. The survey will only be open until December 10 because the grant is due the next week.

District 1 Youth Organizers

The twelve D1 Youth Organizers presented on their project at our November 25 board meeting. Youth selected the issue of sex and human trafficking. During the project, they had to propose issues, come to consensus on a topic, and figure out what and how to share information with the public. They hosted a presentation by local organization Breaking Free at Battle Creek Middle School on November 20, and many students attended.

Minneapolis is one of the top locations in the U.S. for child sex trafficking. A national study found that being homeless for longer than 30 days was the single biggest factor for teens to become sexually exploited. In Minnesota, 40% of cases involve minors.

We ask community to read about Breaking Free and their work, and to discuss risk factors with friends and families. Our next cohort of Youth Organizers will begin in January. Interested youth should contact our office.

After a couple months of closure due to water issues, Shamrock Plaza on McKnight Road is now open. Please support our local businesses!
 
 
New Logo & Look

We will be launching the new logo of Southeast Community Organization in 2020. We  continue to work the designer to refine the look and color scheme. Southeastside.org is our new URL/Website address and we will slowly be incorporating this new information over the next few months.

The Community and Business Advisory Committee is comprised of residents and businesses along the Gold Line who advise the Metropolitan Council on how stations can best serve the neighborhoods and businesses where they are located. The committee also provides the community perspective on the overall project design. CBAC members are selected through an application process.
 
There are openings for folks who live and/or work in the District 1 area approximately half a mile from our proposed station locations (see below stations and Gold Line route map here). There is also an opening for an at-large Ramsey County resident or business representative.

They are planning to hold quarterly meetings with potential for additional neighborhood-specific opportunities as well, starting in February of next year. The Met Council is Seeking Committee Members

 
Metro area residents who want to help shape regional policy and services are invited to apply for advisory committees to the Metropolitan Council. The Council relies on these committees to help develop solutions that best serve the entire region.

The Council seeks diverse perspectives — across geography, income, age, race and ethnicity, ability and life experiences — to inform our policy-making and operations. 

These are volunteer positions, but members are reimbursed for expenses related to their service, such as parking. The D1 area is in Met Council District G.

Community Survey

As part of the District 1 grant funds we have regarding Boys Totem Town, we have three goals to accomplish:
 
1. Develop community leadership
2. Build community
3. Capture community ideas and themes regarding the potential future use of the Boys Totem Town land.

Please follow this link to complete a survey that helps us gain a better sense of community needs in D1. This closes at the end of December.

  • We met with a potential developer regarding a proposed laundromat for the vacant plot on Suburban Avenue.
  • The proposed farmer's market is hoping to take place next year, but is having challenges finding a location. Information will be shared as it comes available.

  • We are refining the new logo and color scheme. The website will be updated in early 2020.

New Logo

Based on community feedback, the tree logo won with the most votes! We will continue working with the designer to refine the look and color scheme.  

Also, through research and discussion, the Communications Committee voted on Southeastside.org as our new URL/Website address. We will slowly be incorporating this new information over the next few months.

The Series brought almost 400 people together this past August to enjoy live performances and beautiful, summer evenings. We plan to apply for another grant to make the program happen in 2020.

Sun Ray Shopping Center News

District Council staff recognize that Sun Ray is a primary community hub for residents, and we need a shopping center that is safe and clean for everyone.

Staff have been meeting with Sun Ray businesses, Councilmember Prince, the St. Paul Police Department and Brixmor Management (management company for Sun Ray), over the past six months.

A new security detail starts at Sun Ray on November 1. Cleaning staff have been increased to a daily schedule. In addition, Brixmor is working on addressing structural repairs needed for the building, and hopes to paint the facilities  one repairs are completed. Brixmor is also contracting with a company to address the pigeon issue, and will be re-landscaping next year.

The Sun Ray Spooktacular event was a first move toward activating the shopping center and working to build community. It was a great success!

We had a great turnout for Sun Ray Spooktacular - almost 250 community members joined us! Many Sun Ray businesses participated including Cub Foods, Rainbow, Citi Trends, First Care, TJ Maxx, Keys 4/4 Kids, the St. Paul Police and St. Paul Fire Department!

District 1 Youth Organizers

The D1 Youth Organizers have been meeting since September. The project is designed to introduce young people to organizing practices and community politics.  Youth Organizers will be deciding on a local issue that is relevant to them. 

In November, youth will be using Design Thinking skills to choose how they will take action on their chosen issue. Hear about the project at our November board meeting!

Join D1 organizer Carlos Garcia-Velasco in community gatherings for renters who wish to talk about their issues, or who need resources.

Land Use Committee
  • Discussions about the Red Rock Terminal railroad issue continue. Work group meetings are sporadic due to lack of participation by the railroad. Follow our website for information.
  • D1 office staff have been working with the St. Paul Police, Councilmember Prince and Brixmor Management to improve the safety and cleanliness at Sun Ray Shopping Center. 
  • D1 will be launching community engagement surrounding the creation of an Equitable Development Scorecard that defines our values for any future development. Updates will be provided in future newsletters.

  • Community chose the tree logo for our District. The designers will continue to refine the color scheme and look.

Speed Limit Analysis

The City of Minneapolis and Saint Paul Public Works departments are collaborating to analyze appropriate speed limits on city-owned streets. Both cities anticipate lowering limits on streets under the cities’ jurisdiction. Slower speeds on our streets make travel safer for everyone no matter how they get around. Lower traffic speeds reduce the likelihood of a crash and make a crash less likely to lead to death or a life-changing injury.
 
Minneapolis and Saint Paul Public Works are each doing detailed technical analyses to determine appropriate speed limits for city-owned streets. Those studies are expected to be completed first quarter 2020. Implementation of new speed limits is expected to begin in the spring of 2020.

Keep our Green Spaces Green!
Volunteers Needed to Assist with Drop-Off Day


Every year, we deal with illegal dumping of mattresses, furniture, trash bags, clothing, children's toys, household items, concrete and electronics. These waste items can be breeding grounds for mosquitoes, disrupt wildlife habitats, and pose fire risks. In addition, chemicals can leach into the soil and into ground water.

>> D1CC staff observed this first hand during the Earth Day Clean-up this year. And, yesterday, I saw an old cabinet dumped on the side of McKnight as I was driving to work!  :-(

The annual Drop-Off Day helps deter illegal dumping in our parks and neighborhoods. Drop-Off Day encourages St. Paul residents to dispose of items correctly and legally.

The eastside Drop-Off Day will take place the second Saturday in September and we need your help. Follow this link to our website to sign-up. School, organization and church groups are welcomed!

Volunteer Shifts: 7:15-10:30 am (limited spaces) 
and 10:15-1:30 pm


Volunteer for one or both shifts. Volunteers receive:

  • Your name entered into an hourly door prize drawing per each shift

Our Communications Committee has been working with a graphic designer for a couple months to determine the new logo for our organization. A great deal of time, discussion and deliberation have gone into this process.

Thank you to the hundreds of neighbors who joined us for the Highwood Series. We enjoyed great weather and loads of community fun! Thanks also to the League of Women Voters for hosting a registration booth, and to Ramsey County Parks for joining us to promote planning for the Batttle Creek Master Plan.

McKnight Road Safety Survey Report-Done!

We completed a summer of outreach and discussion thanks to many neighbors, and our summer intern PeiYu Phua. Thank you to everyone who lent a hand, including many of our board members; Melissa Wenzel, Paul Sawyer, Therese Scherbel, Michelle Jacobson and Amin Omar. Also, thank you to everyone who provided great information on the survey. PeiYu completed her report, and it is being reviewed by her supervisors at the University of MN.

Join us for the September 23 Board Meeting at 6:30 pm to hear about her findings. This won't be a long presentation, but we welcome all who are interested. The report will be available on our website once complete.

There are changes coming to McKnight Road in the next two years. When we learn more, we will share that with you.

Battle Creek Regional Park Master Plan - Weigh in!

Battle Creek Regional Park is getting a new master plan for the first time in 30 years. Led by Ramsey County Parks & Recreation, in partnership with SRF Consulting, the planning process  includes extensive community engagement. Share your ideas through the county website.
Microaggressions and Bias 101 Workshop

What does it mean to have bias? Are biases good or bad? Where does bias come from? This workshop helps individuals understand how and why biases form. Then we will talk about the impact biases have in our decision-making and how to respond to microaggressions that may occur in our everyday lives. Register here.

This includes the education and promotion of equity and diversity in our work. We are offering scholarships for up to 10 residents from our district to attend this YWCA workshop. You will need to register and pay in advance, attend the workshop, and submit your receipt, including documentation of attendance, afterwards for reimbursement. Please contact us to let us know you plan to attend, and are requesting a scholarship!

Compost bins are now sold year-round with a pick-up location in Maplewood. They are $64+tax. Summer Appeal - Please Donate

We have accomplished so much this year! Highlights include the following:
  • We welcomed new board members, and continue to maintain a diverse board with over 60% who represent our Somali, African American, South American, and Asian neighbors, and all who bring a wide range of skills to our work.
  • We hired a liaison to help us build relationships with our Somali neighbors.
  • We contracted an organizer to focus on renter outreach and engagement.
  • We are working with an intern from the University of MN CURA program to research pedestrian safety along McKnight Road.
  • Our office is working with the St. Paul Police Department, Councilmember Prince, Brixmor Management and Sun Ray Shopping Center businesses to increase the safety of this community hub.
  • We have been meeting with housing advocates and local renters to address renter displacement issues in our district.
  • We completed a research project with local youth to examine out-of-school time needs of our district.
  • Through the Metropolitan Regional Arts Council, we received funding to host a series of family-friendly performances in August (the Highwood Performance Series).
Your support promotes democracy in our City.

Your donation of $25helps us reach 200 more neighbors to invite
to a community gathering about public transportation.                 

Your donation of $50 helps us bring community members and government representatives together for a meeting about important safety issues.

A contribution of $100 can help provide zoning or planning education for our neighbors.

We find piles in our parks and waterways, as well as in vacant lots and  alleys. It contaminates our green spaces and costs money to clean up. 

>> D1CC staff observed this first hand as we hauled broken furniture, child seats, clothing and household items out of Battle Creek Park during the Earth Day Clean-up this year. 

Help us keep our city clean.

We need volunteers to assist in the process. Help greet neighbors, unload vehicles, and make decisions about what can be recycled and what needs to go into the trash.

New Hands-Free Phone Law Goes Into Effect

It was already against the law in Minnesota to send text messages, emails, or browse the internet  on your phone while driving. Beginning August 1st, drivers are only allowed to use their phone by voice commands or single-touch activation. 

Police can and will stop anyone that they see holding a phone while they are driving. This includes those doing so while waiting at a stoplight or stuck in traffic.

Great Things Happening! 

We've had a fabulous 2019 so far! In March, we welcomed new board members to our work and, with our current members, we many enthusiastic, active leaders.

Youth Project
Our youth interns completed a study on out-of-school program needs, and the team presented on their findings in June. The study will be up on our website soon. In addition, we hosted an evening of learning for families to learn about what they should look for in quality out-of-school programs. 

McKnight Road Safety Study
This summer, we have an intern from the University of Minnesota, Pei Yu Phua, who is spearheading a safety study of McKnight Road. There are many opportunities for you to volunteer. 

Renters Invited!
We are hosting a series of Renters Cookouts to build relationships with community tenants. Spread the word, and join us at these fun gatherings.

Community Power Leadership Series
A big part of our work is in building leadership among community members. Join us for our upcoming Community Power Series. Read more about it below.

Please Donate!
We haven't yet sent out a mailing with our year in review and donation request. But, please consider a donation to District 1. Your financial contribution help us cover the costs of things that can't be paid for out of our restricted City funds (such as drinking water for our office). They allow us to do more that we can now, and help us ensure a healthy future for our organization. We welcome donations in any amount. 

Can't donate? Host a fundraiser! Sell baked goods and donate funds to D1, pass the hat at an event, sell lemonade, donate funds from a garage sale or hold a scavenger hunt. Have fun with it!
 
McKnight Road Safety Study

Our community has raised concerns about safety along McKnight Road, and District 1 is leading a research project to gather pedestrian and bicyclist activity. Since starting this conversation, we have heard from many other residents about their concerns regarding the road - including concerns about car speeds and other pedestrian-related accidents. Volunteer for one of our many activities in July.

Volunteers are needed to provide observation at various intersections and report on the sites. Residents can sign up for 2-hour shifts via this link.

Participants will walk or roll down McKnight Road heading south, cross at Londin Lane, and return (on the opposite side of the road) to the McKnight/Villages intersection on the park side. The distance is just over two miles. Volunteers will be at each end for a check-in.

Participants will be asked to complete a Survey based on the State of Minnesota's Let's Go Guide. We will start at Battle Creek Regional Park at the intersection of McKnight Road and Villages on McKnight - just south of Burns Avenue.

Can't make it on a Saturday? Do the survey on your own and share it with us! We also have paper copies available.

Community Power Leadership Series

Power is your ability to act.

Every successful social change movement in US history has had a key element of people power and mass direct action; abolition, women’s suffrage, workers, civil rights, global justice, and other recent movements. 

How do we come together to build community power to make sure that we all have a voice in what's going on in our neighborhoods? Come to our first of four workshops to learn about your own ability to advocate. Future workshops will include information on Land Use through a racial equity lens, zoning, and economic development. All sessions will be interactive and are designed to provide an introduction to key issues.

Boys Totem Town News

In May, we learned that Ramsey County has plans to close Boys Totem Town after the current youth graduate in July, 2019. The buildings will remain on the property until further research and exploration takes place. Currently, there are no plans (that we are aware of) on what will happen with the property. 


The District 1 Council is in the final year of a grant that allows us some staff time for community engagement surrounding the future of the BTT property. We have an existing work group that was formed in 2017, and will continue to collaborate with them to provide outreach, education and engagement. The work group has no legal authority on what will actually happen with the property. We will be collecting the vision and themes of community members to compile into a report and shared with the city, county and public.

We will be meeting with Ramsey County to schedule a community meeting for June or July. A notice will go out with that information once it is planned.

Farmers Market

Keep your eyes out for our new community Farmers Market coming late in June or early July! The market will be coming to the Ha Tien parking lot at 1959 Suburban Ave.

Make sure you also stop in to Ha Tien and support our local business.

St. Paul Hazard Mitigation Plan

The 2012 City of Saint Paul All-Hazard Mitigation Plan has been updated, per FEMA requirements. The 2019 All-Hazard Mitigation Plan identifies risks and vulnerabilities in the City of Saint Paul, and develops strategies to reduce or eliminate long-term risks.

Saint Paul invites public review and feedback of the draft plan found on the City's website.

Nominate an Unsung Hero

The Minnesota Council of Nonprofits, in partnership with the McKnight Foundation, has announced its fifth annual Virginia McKnight Binger Unsung Hero Awards.

Four Minnesotans will each receive $10,000 in recognition of the significant impact they have had on the state of Minnesota and its communities.


The 2019 Facing Race Awards

Do you know someone who deserves recognition for their commitment to racial equity and anti-racism efforts in Minnesota? Nominate them for a Facing Race Award.

Each award recipient will receive a $15,000 award to benefit a nonprofit of their choice and be recognized at the Facing Race Awards ceremony on September 19.

Click here to submit a nomination. The nomination period closes at 3 p.m. on June 7.

Welcome to Our New Staff Member!

Join us in welcoming Naima Farrah to District 1! Naima will serve as a part-time Cultural Liaison between our office and our Somali community members. Her background is in social work and she has worked with youth, older adults, individuals with disabilities and veterans. Naima is employed full-time at CommonBond Communities in St. Paul. With her experience serving as a translator, facilitator and service-provider, we are looking forward to building greater connections with our Somali neighbors.
District 1 Reveals Our New Name

In case you missed it last month, we have a new name. There were many recommendations for the name. It was a tough competition, but one name clearly won out!

 
The feedback we received was that Southeast Community Organization most closely describes our location and all the neighborhoods in our district. The communications committee are in the process of interviewing and hiring a graphic designer. Once we have community meetings scheduled, we'll let you know. We will begin incorporating the new name over the next year.
Parents and Kids! Complete Our Youth Survey

Our youth interns and work group have created a survey to gather community input on District 1 needs for out-of-school programs. Please complete the survey to help us gather as much information as possible! Children and youth can complete one as well.

We will be presenting our findings at a community meeting on June 12!

Nonprofit and Financial Training at Upcoming Board Meetings

We invite residents to join us for our training for board members to learn about what it means to be a nonprofit, fiduciary duties of the board and financial management.

District 1 is welcoming Propel for Nonprofits for trainings at our May 20th and June 24 board meetings. Both will start at 6:00 pm (instead of 6:30) and training will be 75 minutes at each. Then, the board will proceed with its regular meeting.
A Joyful Re-Opening of the
Highwood Hills Recreation Center!
      
Community members came together to celebrate the re-opening of the Highwood Hills Recreation Center. The center will provide a much needed activity space for residents in the southern part of our district.
A Safety Study on McKnight Road

This summer, a University of Minnesota graduate school intern (through the Center for Urban and Regional Affairs), will be guiding our office in researching pedestrian and bicyclist traffic along McKnight Road, south of highway 94. The data will be used with Ramsey County to help inform safety plans for the road. We will need volunteers to help with the surveying. Keep an eye on our future newsletters for more information.
 

Complete the St. Paul Alley Plowing Survey

Saint Paul Public Works has partnered with the University of Minnesota to gather information from residents about plowing alleys. Historically, the city has never plowed alleys, and many residents work with their  neighbors to hire private contractors to provide this service. Others have asked the city to add this as a basic service for all residents. Share your feedback by May 3.

Reminder! Date Change for Eastside Drop-Off Day

The annual eastside Drop-Off Day will now take place in September instead of June (as it has in the past).

We switched dates to help accommodate another district that is no longer able to hold their Drop-Off event in September. We will be looking for volunteers. Please keep an eye out for information this summer.
We Count
Minnesota Census


An accurate Census count is necessary for equal political representation, fair distribution of government funding, and planning and investment in our community.

In the past, the Census has disproportionately undercounted areas with high numbers of immigrants and refugees, students, and English-language learners. This may be due to a lack of knowledge or fear about what the Census is.

Both past and projected response rates show that broad areas of Ramsey County, especially Saint Paul, are at risk of being undercounted. Low-wealth areas are particularly vulnerable.
  
Join the Census Bureau to help with the process. There will bevarious jobs that need to be filled, including census takers, recruiting assistants, office staff, and supervisory staff.

  • In April, we were visited by the City to hear about changes on White Bear Avenue between Upper Afton Road and Suburban. Parking will be eliminated on one side of the street to make room for a bicycle lane,
  • There was no April meeting about the Red Rock Terminal.

  • The group reviewed applicants for the graphic designer for our new logo. We narrowed it down to two individuals and will be meeting with them at our May meeting.

safeTALK Suicide Prevention Workshop

Suicide rates have been increasing in Minnesota, and are the 10th leading cause of death. More men than women tend to commit suicide, and the highest rate by age in 2018 was adults age 45-54, followed by adults ages 25-34.

District's 1 and 4 have partnered with the National Alliance on Mental Illness, MN to offer a 3 hour workshop to educate citizens on how to detect signs of suicidal thoughts and what to do.

Weigh-in on important issues in our District and City. When you serve on the board, you help make sure that our residents are represented in decisions made by the City and County. 

You don't need experience, just a commitment to attend meetings, ask questions and support our work. The time commitment is about 4-8 hours a month.
We encourage D1 renters to apply!

New!  District 1 recently voted to drop the age for residents to serve on our Board of Directors. Now, individuals age 16 and up can apply to serve on the board!

We have seven board member positions. The deadline to submit applications is now Friday, March 8.
We're Hiring!

District 1 is hiring a Somali Cultural Liaison in order to be available and accessible to all our residents. The Cultural Liaison will help build collaboration and trust between the District 1 Community Council and our Somali residents. The work includes relationship building, helping to plan and carry-out meetings and providing verbal and written translation. Click here for the link.
Safety Measures for McKnight Road

District 1 and Ramsey County held a community meeting to discuss safety measures that will be put into place just south of Burns Avenue, the McKnight Villages.

The County will be installing a Rectangular Rapid Flashing Beacon at the site, putting in street lights, and painting advance stop bars at the crossing.

Clear Snow from Hydrants

There have been record snowfalls in St. Paul. Snow is piled high everywhere. Seconds matter for our first responders. Help them help you by clearing a 3 foot wide path around all fire hydrants. 

Remember to shovel your sidewalk, as Saint Paul City Ordinance requires snow and ice to be removed from sidewalks within 24 hours. Corner property owners are asked to shovel curbs, walkways and crosswalks to the street. Additional information can be found on the City's website.

AARP Livable Communities Grants

Got an idea for our district?
AARP invites you to submit applications for
quick-action projects that can help our community become more livable. Applications are now being accepted for small grants to improve housing, transportation, public space, smart cities and other community elements. 
Applications are due by April 17, 2019 and projects must be completed by November 4, 2019.

Applications can be submitted through AARP.org/CommunityChallenge.

Grants for Projects to Benefit Water Quality and Natural Resources
 
The Ramsey-Washington Metro Watershed District provides Stewardship Grants to install and maintain a variety of best management practices such as rain gardens, native landscaping,  shore-land restoration and pervious pavement. These are designed to filter and reduce runoff, protect groundwater, restore native ecosystems, prevent flooding and lessen the effects of drought.
 
10 Trees for $10

Join the Arbor Day Foundation for $10, and receive 10 trees. Choose trees that grow well where you live, and the foundation will send them to you to plant in your yard. You can also choose to send the trees to someone else.
 
Committee Updates

Land Use Committee
  • Discussions about the Red Rock Terminal railroad issue continue. Work group meetings will take place each month. Community members are welcomed to attend, but these are not meetings designed for questions and discussion. Follow our website for information.
  • We reviewed the proposal for requiring restaurants in St. Paul to use recyclable materials. District 1 signed a resolution to support this initiative. For more info see Zero Waste.
Communications Committee
  • Communications was cancelled in order to hold a public meeting regarding safety measures for McKnight Road.
  • We need neighbors to help with newsletter distribution, please contact our office. We've increased delivery to more than 30 locations, and can use assistance.
